Hospital, Kharagpur at CGHS rates prescribed for Kolkata, on bill system of payment. MOU can be entered with any number of CGHS empanelled hospital for specialised indoor treatment for various ailments . MOU will be valid for 05 (five) years. Services will be cashless for the patient and bills to be submitted every month along with a copy of referral letter and discharge summary. Payment will be arranged by the Railways through RTGS/NEFT. NOTICE IN DETAIL No: MED/KGP/EOI/130 DATE: 06-07-2015 Title : Expression of Intent ( E.O.I) for entering into MOU towards providing clinical investigations including Pathological, Radiological Investigations . Expression of Intents (EOI) are invited by the Chief Medical Superintendent, S.E.Railway, Kharagpur for and on behalf of the President of India from interested and reputed diagnostic centres having fully equipped Diagnostic Centres at Kharagpur town or nearby places including Kolkata for empanelment for entering into MOU towards providing clinical investigations including Pathological, Radiological - MRI/C.T.Scan, PET Scan, EEG, Endoscopy, Mamography, Special investigations, etc to the Railway beneficiaries of S.E.Railway, Kharagpur at CGHS rates of Kolkata. [ In case, CGHS rate for a particular investigation is not available, then AIIMS rate or any other Govt. hospital rate will be applicable ]. The diagnostic centres should be ISO 9001 : 2008 Certified or should have NABL/ ICAB accreditation and should have all necessary valid documents issued by regulatory bodies to operate such diagnostic centres including license from AERB and Pollution Control Board, etc which should be submitted along with the E.O.I. MOU can be entered with more than one diagnostic centre. MOU will be valid for 05 (five) years. Services will be cashless for the patient and bills to be submitted every month along with a copy of referral letter and report. Payment will be arranged by the Railways through RTGS/NEFT. Last date for receiving EOI is 20-08-2015. E.O.I to be addressed to the Chief Medical Superintendent, S.E.Railway Divisional Hospital, 3rd Avenue, South Side, P.O : KHARAGPUR, Dist : Paschim Medinipur, Pin : 721301 (West Bengal). The diagnostic centres shall provide the following information while submitting their E.O.I.s :- 1.Copies of their credentials including past performances, MOUs that they have entered into with any other organisation(s), etc. 2.List of equipments available at their centre along with their Make, Model No , Sl. No, date of installation, cost, etc. 3.Details of types of investigations that are under taken by the diagnostic centre. 4.Name of the investigations and the Days on which they are tested, should be clearly mentioned. [ For special investigations/tests that are not undertaken on daily basis ]. 5.Name and educational qualifications of doctors, technicians, nurses, etc appointed/engaged at the diagnostic centre. 6.Name of their Banker , Account number, IFSC Code, etc for NEFT/RTGS payment. On receiving the EOIs, a nominated team of doctors from the Railways will inspect the diagnostic centres. On being selected for empanelment, the diagnostic centres will be informed over phone or/and by speed post . The diagnostic centres may depute their authorised representative for signing of MOU. The Railway beneficiary / patient will be referred to the diagnostic centre ( as per choice of the patient) with a referral letter indicating the name of the patient, designation, office, station, name of investigation to be conducted. The patient’s ID Card No/ Medical Treatment Identity Card Number will be mentioned on the said referral letter. The diagnostic centre will verify the identity card of the Rly. patient/Rly. beneficiary and satisfy themselves prior to conducting the tests/investigations. In case of any doubt, the diagnostic centre will contact the authorised person from the Railways whose name(s) and telephone number(s) will be provided at the time of signing of MOU. The report(s) should be sent directly to the Chief Medical Superintendent/ S.E.Railway /KGP. The report should have a mention of the referral letter. The bills to be prepared in triplicate by the Diagnostic Centre on monthly basis and submitted to the office of the CMS/SER/KGP along with copies of referral letter, for arranging payment.
