A. | GENERAL GUIDELINES |
1. | Staff deputed for Refresher course training may be directed with sparing letter with signature and official stamp, specimen signature of the trainee, the latest passport size photograph of the trainee affixed on it. |
2. | Initial/Promotional course trainees must come with proper authorization from the Headquarters/Divisions with their Photo and Signature duly attested by the competent authority. |
3. | The staff should be directed for training as per the divisional quota communicated to the Division. |
4. | Trainees sent in excess of quota may be returned, if accommodation is not available. |
5. | If less number of trainees is reported for any course, the course may be cancelled. |
6. | It should be ensured that the staff deputed for initial training, have passed the prescribed recruitment/selection process. |
7. | In their authorization letter the following particulars should be furnished : (a) Date of Birth (b) Date of Appointment (c) Date of Passing prescribed recruitment/selection (d) Date of Last Refresher Course attended (e) Basic Pay with Grade Pay |
8. | They should bring one stamp size photograph for I/Card. |
9. | The trainees to report ZRTI/SINI at the early hours on the 1st day of commencement of their courses. |
10. | Trainees arriving after the commencement of the course shall not be accepted. |
11. | All the trainees will bring their essentials with them such as water bottle/glass, plate, bed sheets, pillow cover, blanket, soap, towels etc. |
12. | Return journey duty pass in favour of trainees sent for initial/Promotion/Refresher Course Training should be issued by their concerned Stations/Units. The return journey duty pass shall remain valid for seven days from the date of end of course duration. |
13. | Trainees shall not be allowed to commute between their station of residence and SINI. |
14. | Staff deputed for the training must be instructed to maintain discipline in the Class Rooms, Hostel & Mess. |
15. | Trainees must carry the I/Card, provided by the training institute during training. |
16. | They should wear prescribed Uniform. |
17. | Trainees should enter the Dinning Hall in formal dresses. Trainees wearing Lungi, Short Pants, Bermudas etc. will not be allowed to enter the Dinning Hall. |
18. | Chewing of PAN/GUTKHA/TOBACCO, Smoking of Cigarette or consumption of ALCOHOL inside ZRTI Complex is strictly prohibited. Offenders will be debarred from training and will be sent back to their Head Quarters immediately for disciplinary action. |
19. | Trainees should not bring any food items from outside during their stay at ZRTI/SINI. Cooking in rooms is not allowed. |
20. | Any complaint/Suggestion, may be entered in the register kept with warden. |
21. | On entering the institute premises, all trainees should switch off their mobiles or keep in mute position or silent mode. |
22. | Trainees should ensure switching off light and fans while leaving their hostel room and class rooms after completion of class hours. Failure to do so will attract penalty. They should not waste water. |
23. | On completion of training, the trainees should return the books and other materials which were supplied to them by ZRTI/SINI to the respective authority. In case of any damage or loss to the same, the cost shall be recovered from them before leaving the Institute. |
B. | HOSTEL COMPLEX |
| ZRTI/Hostel is comprises of: i. | New building- | | “A” Block- It is a three story building consisting of 12 rooms in each floor. | | “B” Block-It is a three story building behind “A” Block with common stairs, it consists of 12 rooms in each floor. | | “D” Block- It is a three story building consisting of 12 rooms in each floor. Ground floor is earmarked for lady trainees, rest 2 floors are for gent trainees. | | “C” Block- It is a two story building behind “D” Block with common stairs, it consists of 12 rooms in each floor. | ii. | Old Double Story Building: It consists of E, F, G, H Blocks, Each having following number of rooms with each room having 2 beds: E block-20 F block-19 G block-20 H block-19 | | Barrack No:1 & 2: Each barrack is having capacity of 22 trainees. | There are 3 badminton Court and 1 vollyball court in hostel complex. Hostel complex is under CCTV surveillance. |
C. | Mess Mess has the capacity to dine 100 trainees at a time, Kitchen is attached to mess. Mess and Kitchen are under CCTV surveillance. Mess is run by trainees on cost sharing basis, for this available infrastructure of ZRTI/SINI is used along with dining space. All assistance will be provided by Staff of ZRTI for smooth functioning of mess. Messing has been made compulsory for all trainees. Breakfast, Lunch, Eve. D. | Recreation Hall On the 1st floor of Mess, there is a recreation hall, consisting of table tennis, Carom board and gym equipments. Recreation Hall is under CCTV surveillance. |
E. | Mess & Other Charges |
1. | Mess will be run by trainees on cost sharing basis. Total Mess & other expenses will be divided among trainees and to be paid on weekly basis. |
2. | Further, RRB/Compassionate ground/Sports quota/Cultural Quota trainees etc. are also required to pay @ Rs.18/- per day as Establishment charge. |

(3)In addition to above establishment charge @ Rs18/- per day for Establishment Cost for entire period of their stay at ZRTI should be submitted to the office of Principal/ZRTI/SINI with a bank draft in favour of PFA/SER. (4)Security fee, TADF and Mess charges will be deposited at ZRTI/SINI during the course period as per the rate mentioned below. |
4. | All trainees are required to pay compulsorily Rs.100/- per month or part thereof for Trainee Activities & Development Fund (TADF) and Rs. 20/- per month or part thereof for Security Fund. Any changes in amount will be intimated well in advance. |
F. | Institute Complex Institute complex is on the other side of road. It consists of 13 Class Rooms, one Auditorium of capacity-200 trainees, Examination hall of capacity- 80 trainees, Operating cum S&T Model Room, C&W Model Room, Commercial Model Room, Library-consisting of 5000 books, Point’s and crossing layout, OHE Isolation Switch, Cybrary, badminton court and Basketball court. |
G. | Timing of classes |

Strict discipline is to be maintained by all the trainees inside ZRTI premises. H. | Leave: Normally no leave is allowed to Trainees. Minimum 90 % Attendance in classes is required for a Trainee to appear in an Examination. Trainees below 90% attendance shall be debarred from the examination and shall be sent back to their HQ. Normally no leave is allowed to Refresher Trainees. |
I. | Uniform/Dress Code: The Dress/Uniform code is prescribed for all initial/refresher trainees as under. |
