Particulars of Organization, functions and duties

Personnel Department deals with the Establishment and Human Resource Management of S.E. Railway. The Chief Personnel Officer (CPO) is the head of the Personnel Department and monitors the working of the department.  He is assisted by Chief Personnel Officer/Admn, Deputy Chief Personnel Officers, Senior Personnel Officers and Assistant Personnel Officers.  Further down below in the hierarchy are Office Superintendents, Staff & Welfare Inspectors, Ministerial/Clerical and other support staff.

Primarily decision making is based on the Rules available in Codes, Manuals and circulars issued by Railway Board from time to time and from the Schedule of Powers issued by S.C. Railway.

Documents & Files pertaining to the following subjects are available in Headquarters offices of Personnel Department:-

Personnel & Establishment matters of Gazetted Officers,  Non-Gazetted officials viz., Recruitment, Appointments, Training, Legal, Welfare, Settlement matters, Manpower Planning, Disciplinary, Compensation matters working in Hd. Qrs. Service Records, Leave statements, Reservation Rosters, etc. of Non-Gazetted officials working in Hd. Qrs.

Dealing of representations from different agencies/bodies like PMO, MR/MSRs office, APS to MR, DOP, DPG, CA-iii, Parliament Questions, MPs/ MLAs/MLCs, various pressure groups, recognised unions and other organizations.

The particulars of any arrangement that exists for consultation with, or representation by, the    members of the public in relation to the formulation of its policies or implementation thereof.

Personnel Department deals primarily with Railway employees.

Monthly remuneration received by each officer   and employee, including the system of compensation as provided in its regulations.

The monthly remuneration received by the Officers and the employees are as per the Ministry of Railways, Government of India approved pay scales, rules and orders.
